18         Section 4.  Subsection (15) of section 230.23, Florida

19  Statutes, is amended to read:

20         230.23  Powers and duties of school board.--The school

21  board, acting as a board, shall exercise all powers and

22  perform all duties listed below:

23         (15)  PUBLIC INFORMATION AND PARENTAL INVOLVEMENT

24  PROGRAM.--

25         (a)  Adopt procedures whereby the general public can be

26  adequately informed of the educational programs, needs, and

27  objectives of public education within the district.

28         (b)  Implement a policy for parental and guardian

29  involvement in schools which addresses the teachers' and the

30  administration's communication with parents and guardians

31  about school programs and student progress, parent and

 1  guardian volunteering opportunities, and the availability of

 2  community resources that support classroom instruction and

 3  child development. The school board may encourage at least one

 4  of a child's parents or the child's guardian to participate in

 5  an orientation program at the time the child is enrolled in,

 6  transferred to, or promoted to a new school.
