  1                      A bill to be entitled

  2         An act relating to pilots; amending s. 310.061,

  3         F.S.; requiring a certain percentage of state

  4         pilots to be minority persons; providing an

  5         effective date.

  7  Be It Enacted by the Legislature of the State of Florida:

  8

  9         Section 1.  Section 310.061, Florida Statutes, is

10  amended to read:

11         310.061  State pilots; number; cross licensing.--

12         (1)  The board shall determine the number of pilots

13  based on the supply and demand for piloting services and the

14  public interest in maintaining efficient and safe piloting

15  services.

16         (2)  The board shall actively recruit minority persons,

17  as defined in s. 288.703(3), and shall ensure that at least 15

18  percent of all licensed pilots are minority persons.

19         (3)  Based on the economic conditions of the port, the

20  board may adopt rules authorizing cross licensing between

21  ports, if this will best serve the public interest.

22         Section 2.  This act shall take effect October 1, 2000.
