17  insert:  For the purposes of this section, the term "specialty

18  chemicals" means those chemicals used to enhance or further

19  treat waste water including, but not limited to, defoamers,

20  nutrients, tertiary, and color-polymers.  The term

21  "bioaugmentation products" means the micro-organisms used in

22  waste treatment plants to break down solids and consume

23  organic matter.
