1 A bill to be entitled
2 An act relating to trust funds; re-creating the
3 Legislative Lobbyist Registration Trust Fund
4 within the legislative branch; amending s.
5 11.045, F.S.; modifying purposes for which
6 moneys in the fund may be used; carrying
7 forward current balances and continuing current
8 sources and uses thereof; providing an
9 effective date.

11 WHEREAS, the Legislature wishes to extend the life of
12 the Legislative Lobbyist Registration Trust Fund within the
13 legislative branch, which is otherwise scheduled to be
14 terminated pursuant to constitutional mandate, and
15 WHEREAS, the Legislature has reviewed the trust fund
16 before its scheduled termination date and has found that it
17 continues to meet an important public purpose, and
18 WHEREAS, the Legislature has found that existing public
19 policy concerning the trust fund sets adequate parameters for
20 its use, NOW, THEREFORE,

22 Be It Enacted by the Legislature of the State of Florida:
23
24 Section 1. (1) The Legislative Lobbyist Registration
25 Trust Fund within the legislative branch, FLAIR number
26 11-2-442, which is to be terminated pursuant to Section 19(f),
27 Article III of the State Constitution on November 4, 2000, is
28 re-created.
29 (2) All current balances of the trust fund are carried
30 forward, and all current sources and uses of the trust fund
31 are continued.

1 Section 2. Subsection (8) of section 11.045, Florida
2 Statutes, is amended to read:
3 11.045 Lobbyists; registration and reporting;
4 exemptions; penalties.--
5 (8) There is hereby created the Legislative Lobbyist
6 Registration Trust Fund, to be used both for the purpose of
7 funding any office established for the administration of the
8 registration of lobbyist lobbying the Legislature, including
9 the payment of salaries and other expenses, and for the
10 purpose of paying the expenses incurred by the Legislature in
11 providing services to lobbyists. The trust fund is not
12 subject to the service charge to general revenue provisions of
13 chapter 215. Fees collected pursuant to rules established in
14 accordance with subsection (2) shall be deposited into the
15 Legislative Lobbyist Registration Trust Fund.
16 Section 3. This act shall take effect July 1, 2000,
17 except that section 1 shall take effect November 4, 2000.
