14         On page 9 of the bill, line 11, after s. 597.010.,

16  insert:  However, the board of trustees shall retain authority

17  to take final agency action on establishing any areas for

18  leasing, new leases, expanding existing lease areas, or

19  changing the type of lease activity in existing leases.
