14 On page 35, lines 10 and 11, delete those lines
15
16 and insert:
17 Section 34. The Department of Revenue, in consultation
18 with the Department of Insurance and the Division of
19 Retirement within the Department of Management Services, shall
20 conduct a study of various alternatives to the current method
21 of calculating and distributing insurance premium taxes to
22 participating municipalities and special fire control
23 districts for use in funding the firefighter pensions under
24 chapter 175, Florida Statutes, and municipal police pensions
25 under chapter 185, Florida Statutes. The study must include a
26 report on the effect of various distribution formulas and the
27 use of new technologies, if any. At least one public workshop
28 shall be held. This study must also evaluate various "hold
29 harmless" provisions so that no participating municipality or
30 special fire control district receives less funding than was
31 received during 1999. The Department of Revenue shall submit

Amendment No.
1 to the Legislature by February 1, 2001, a report containing
2 the results of this study. Until July 1, 2001, the Department
3 of Insurance shall not take any action to audit insurers or
4 finalize any pending audits of insurers with respect to the
5 accuracy of coding the location of insured properties for
6 purposes associated with these premium taxes. The Department
7 of Insurance, the Division of Retirement, and insurers shall
8 assist the Department of Revenue in securing information
9 needed for this study.
10 Section 35. This act shall take effect October 1,
11 2000, except that this section and section 34 of this act
12 shall take effect upon becoming a law.

21 the Department of Revenue, in consultation with

25 local governmental entities; requiring a report
26 to the Legislature; providing effective dates.
