17  insert:  (c)  The department shall issue one nonrenewable

18  2-year temporary certificate and one nonrenewable 5-year

19  professional certificate to a qualified applicant who holds a

20  bachelor's degree in the area of speech-language impairment to

21  allow for completion of a master's degree program in

22  speech-language impairment.
