18 and insert in lieu thereof:
19 3.a. Each school district in which there is a school
20 designated as performance grade category "F" shall develop a
21 plan to encourage teachers with demonstrated mastery in
22 improving student performance to remain at or transfer to that
23 school. If a classroom teacher, as defined by s.
24 228.041(9)(a), who meets the definition of teaching mastery
25 developed according to the provisions of this paragraph,
26 requests assignment to a school designated as performance
27 grade category "F," the district school board and the
28 principal shall make every practical effort to grant the
29 request.
30 b. For initial implementation in 2000-2001 and until
31 full implementation of an annual assessment of learning gains,

1 a principal assigned to a school designated performance grade
2 category "F" may select any teacher based on the teacher's
3 performance appraisal and student achievement data/and the
4 teacher shall receive a supplement of at least $1,000, not to
5 exceed $3,500, as provided for annually in the General
6 Appropriations Act, each year he or she teaches at a school
7 designated as performance grade category "F."
8 c. Beginning with the full implementation of an annual
9 assessment of learning gains, a classroom teacher whose
10 effectiveness has been proven based upon positive learning
11 gains of his or her students as measured by annual FCAT
12 assessments pursuant to s. 229.57, is eligible for an annual
13 supplement of at least $1,000, not to exceed $3,500, as
14 provided for annually in the General Appropriations Act, each
15 year he or she teaches at a school designated as performance
16 grade category "F."
17 d. In the absence of an FCAT assessment, measurement
18 of learning gains of students shall be as provided in s.
19 229.57(12). The supplement received under this paragraph shall
20 be in addition to any supplement or bonus received as a result
21 of other local or state pay incentives based on performance.
22 e. The Commissioner of Education shall adopt rules to
23 determine the measures that define "teaching mastery" for
24 purposes of this subparagraph.
