13         Amendment (with title amendment) 

14         On page 142, between lines 5 and 6, of the bill

15

16  insert:

17         Section 64.  (1)  The Legislature acknowledges that it

18  is of utmost public importance to ensure that the Florida

19  Comprehensive Assessment Test (FCAT) is criterion based and is

20  a valid measure of what students learn at school, as evidenced

21  by the objectives of the Sunshine State Standards. To do so,

22  test results from the first 2 years of implementation shall be

23  reviewed by an independent study commission which shall be

24  called the "FCAT Review Commission." The FCAT Review

25  Commission shall convene July 1, 2000, and shall submit a

26  report to the State Board of Education by December 1, 2000.

27         (2)  The commission shall be comprised of the following

28  19 members:

29         (a)  Ten members appointed by the Governor, including

30  at least one current district superintendent of schools, one

31  current school board member, one school principal, one

 1  teacher, and one member of the Florida Parent-Teachers

 2  Association.

 3         (b)  Three members appointed by the Speaker of the

 4  House of Representatives, including at least one parent of a

 5  student in the Florida public school system.

 6         (c)  Three members appointed by the President of the

 7  Senate, including at least one expert on student testing from

 8  the State University System.

 9         (d)  Three members appointed by the Commissioner of

10  Education, including at least one expert on the creation and

11  use of the FCAT.

12         (3)  The report of the commission shall be an unbiased

13  review of the FCAT.

14         (4)  All appointed members of the commission shall not

15  receive compensation or per diem for service on the

16  commission. The commission shall set meeting times and dates.
