15 On page 144, between lines 5 and 6,

17 insert:
18 Section 24. Based on recommendations of a task force
19 appointed by the Commissioner of Education, the State Board of
20 Education shall adopt rules for speech-language services to
21 school districts that qualify for the sparsity supplement as
22 described in s. 236.081(6), F.S. These services may be
23 provided by baccalaureate degree level persons for a period of
24 3 years. The rules shall authorize the delivery of
25 speech-language services by baccalaureate degree level persons
26 under the direction of a certified speech-language pathologist
27 with a master's degree or higher. By October 1, 2003, these
28 rules shall be reviewed by the State Board of Education.
