14         Amendment (with title amendment) 

15         On page 144, between lines 5 and 6,

16

17  insert:

18         Section 24.  By October 1, 2000, the State Board of

19  Education shall adopt rules for service to school districts in

20  counties with a population of not more than 125,000 persons as

21  of the 1990 census in the area of speech-language impairments

22  at the baccalaureate degree level for a period of 3 years.

23  This service shall authorize the provision of speech-language

24  services under the direction of a speech-language pathologist.

25  By October 1, 2003, these rules shall be reviewed by the State

26  Board of Education.
