13         Amendment (with title amendment) 

14         On page 6, between lines 2 and 3,

15

16  insert:

17         Section 2.  There is created the Commission for Health

18  Care for the Employee Leasing Industry. The purpose of the

19  commission is to study the availability and affordability of

20  health care and the delivery methods for providing health

21  care. The study shall include, but is not limited to, health

22  care provided by standard carriers, partial self-insurance,

23  self-insurance under Pub. L. No. 93-406, the Employee

24  Retirement Income Security Act as amended, association

25  self-insurance trusts, and the cost and value of those

26  delivery methods.

27         (1)  The commission shall submit a report on the

28  results of the study to both Houses of the Legislature and the

29  Governor by January 1, 2001.

30         (2)  The commission shall be created with the following

31  membership: two members of the Senate appointed by the Senate

 1  President; two members of the House of Representatives

 2  appointed by the Speaker of the House of Representatives;

 3  three members of industry regulated and licensed under

 4  sections 468.520-468.535, Florida Statutes, appointed by the

 5  President of the Senate; three members of industry regulated

 6  and licensed under sections 468.520-468.535, Florida Statutes,

 7  appointed by the Speaker of the House of Representatives; the

 8  Treasurer or his designee; and the Secretary of Business and

 9  Professional Regulation or his designee. The members of the

10  industry appointed to serve on the commission shall serve

11  without pay or travel reimbursement.

12         (3)  All meetings of the commission shall be held at

13  the Capitol. Meetings shall be called by the chairperson, who

14  shall be selected by vote of the Senate and House of

15  Representative members of the commission. Staff support shall

16  be provided by the Senate Committee on Banking and Insurance

17  and the House of Representatives Committee on Insurance.
