6 290.00692, F.S.; exempting certain enterprise
7 zones in Columbia County and Suwannee County
8 from a requirement that the areas suffer from
9 pervasive poverty, unemployment, and general
10 distress; providing that businesses located in
11 such enterprise zones may claim certain tax
12 credits for hiring persons within the
13 jurisdictions of the counties; revising
14 qualifications for businesses in such zones to
15 claim certain maximum tax exemptions or
16 credits; creating s. 290.00694, F.S.;
17 authorizing the Office of Tourism, Trade, and
18 Economic Development to designate an enterprise
19 zone in Sarasota County; providing requirements
20 with respect thereto; creating s. 290.00695,
21 F.S.; authorizing the Office of Tourism, Trade,
22 and Economic Development to designate an
23 enterprise zone in Calhoun County; providing
24 requirements with respect thereto; creating s.
25 290.00696, F.S.; authorizing the Office of
26 Tourism, Trade, and Economic Development to
27 designate an enterprise zone in Holmes County;
28 providing requirements with respect thereto;
29 providing an effective date.

31 Be It Enacted by the Legislature of the State of Florida:

1 Section 1. Subsection (12) is added to section
2 290.0065, Florida Statutes, to read:
3 290.0065 State designation of enterprise zones.--
4 (12) Before June 1, 2001, the governing body of a
5 municipality that is located within a county having a
6 population of less than 200,000 and in which an enterprise
7 zone designated under subparagraph (3)(a)2. is located may
8 apply to the Office of Tourism, Trade, and Economic
9 Development to change the boundaries of the enterprise zone.
10 The Office of Tourism, Trade, and Economic Development shall
11 approve the application if the boundary change does not
12 increase the overall size of the enterprise zone and any
13 territory added to the enterprise zone as a result of the
14 boundary change is contiguous to the remaining area of the
15 existing enterprise zone.
16 Section 2. Section 290.00691, Florida Statutes, is
17 amended to read:
18 290.00691 Enterprise zone designation for Columbia
19 County or Columbia County and Lake City.--
20 (1) Columbia County, or Columbia County and the
21 municipality of Lake City jointly, may apply to the Office of
22 Tourism, Trade, and Economic Development for designation of
23 one enterprise zone encompassing an area within the county, or
24 within both the county and the municipality. In identifying
25 the area to be nominated for designation as an enterprise
26 zone, Columbia County, or Columbia County and the municipality
27 of Lake City jointly, shall seek to maximize the strategic
28 economic development advantages resulting from the
29 intersection of Interstate 75 and Interstate 10 within
30 Columbia County. The application must be submitted by December
31 31, 1999, and must comply with the requirements of s.

1 290.0055, except for s. 290.0055(4)(d). Notwithstanding the
2 provisions of s. 290.0065 limiting the total number of
3 enterprise zones designated and the number of enterprise zones
4 within a population category, the Office of Tourism, Trade,
5 and Economic Development may designate one enterprise zone
6 under this section. The Office of Tourism, Trade, and Economic
7 Development shall establish the initial effective date of the
8 enterprise zone designated pursuant to this section.
9 (2) Notwithstanding the enterprise zone residency
10 requirements set out in ss. 212.096(1)(c) and 220.03(1)(q),
11 businesses located in an enterprise zone designated pursuant
12 to this section may receive the credit provided under s.
13 212.096 or s. 220.181 for hiring any person within the
14 jurisdiction of the county within which such enterprise zone
15 is located. All other provisions of ss. 212.096, 220.03(1)(q),
16 and 220.181 apply to such businesses. Notwithstanding the
17 requirement specified in ss. 212.08(5)(g)5., (5)(h)5., and
18 (15)(a) and 220.182(1)(b) that no less than 20 percent of a
19 business's employees, excluding temporary and part-time
20 employees, must be residents of an enterprise zone for the
21 business to qualify for the maximum exemption or credit
22 provided in ss. 212.08(5)(g) and (h) and (15) and 220.182, a
23 business that is located in an enterprise zone designated
24 pursuant to this section shall be qualified for those maximum
25 exemptions or credits if no less than 20 percent of such
26 employees of the business are residents of the jurisdiction of
27 the county within which the enterprise zone is located. All
28 other provisions of ss. 212.08(5)(g) and (h) and (15) and
29 220.182 apply to such business.
30 Section 3. Section 290.00692, Florida Statutes, is
31 amended to read:

1 290.00692 Enterprise zone designation for Suwannee
2 County or Suwannee County and Live Oak.--
3 (1) Suwannee County, or Suwannee County and the
4 municipality of Live Oak jointly, may apply to the Office of
5 Tourism, Trade, and Economic Development for designation of
6 one enterprise zone encompassing an area within the county, or
7 within both the county and the municipality. In identifying
8 the area to be nominated for designation as an enterprise
9 zone, Suwannee County, or Suwannee County and the municipality
10 of Live Oak jointly, shall seek to maximize the strategic
11 economic development advantages resulting from the
12 intersection of Interstate 75 and Interstate 10. The
13 application must be submitted by December 31, 1999, and must
14 comply with the requirements of s. 290.0055, except for s.
15 290.0055(4)(d). Notwithstanding the provisions of s. 290.0065

24 requirements set out in ss. 212.096(1)(c) and 220.03(1)(q),
25 businesses located in an enterprise zone designated pursuant

2 business's employees, excluding temporary and part-time
3 employees, must be residents of an enterprise zone for the
4 business to qualify for the maximum exemption or credit
5 provided in ss. 212.08(5)(g) and (h) and (15) and 220.182, a
6 business that is located in an enterprise zone designated
7 pursuant to this section shall be qualified for those maximum
8 exemptions or credits if no less than 20 percent of such
9 employees of the business are residents of the jurisdiction of
10 the county within which the enterprise zone is located. All
11 other provisions of ss. 212.08(5)(g) and (h) and (15) and
12 220.182 apply to such business.
13 Section 4. Section 290.00694, Florida Statutes, is
14 created to read:
15 290.00694 Enterprise zone designation for Sarasota
16 County or Sarasota County and Sarasota.--Sarasota County, or
17 Sarasota County and the City of Sarasota jointly, may apply to
18 the Office of Tourism, Trade, and Economic Development for
19 designation of one enterprise zone within the county, or
20 within both the county and the municipality, which zone
21 encompasses an area that is south of the north county line,
22 west of Tuttle Avenue, north of 10th Street, and east of U.S.
23 Highway 41. The application must be submitted by December 31,
24 2000, and must comply with the requirements of s. 290.0055.
25 Notwithstanding the provisions of s. 290.0065 limiting the
26 total number of enterprise zones designated and the number of
27 enterprise zones within a population category, the Office of
28 Tourism, Trade, and Economic Development may designate one
29 enterprise zone under this section. The Office of Tourism,
30 Trade, and Economic Development shall establish the initial

1 effective date of the enterprise zone designated under this
2 section.
3 Section 5. Section 290.00695, Florida Statutes, is
4 created to read:
5 290.00695 Enterprise zone designation for Calhoun
6 County.--Calhoun County may apply to the Office of Tourism,
7 Trade, and Economic Development for designation of one
8 enterprise zone within an area in Calhoun County. The
9 application must be submitted by December 31, 2000, and must
10 comply with the requirements of s. 290.0055, except subsection
11 (3) thereof. Notwithstanding the provisions of s. 290.0065
12 limiting the total number of enterprise zones designated and
13 the number of enterprise zones within a population category,
14 the Office of Tourism, Trade, and Economic Development may
15 designate one enterprise zone under this section. The Office
16 of Tourism, Trade, and Economic Development shall establish
17 the initial effective date of the enterprise zone designated
18 pursuant to this section.
19 Section 6. Section 290.00696, Florida Statutes, is
20 created to read:
21 290.00696 Enterprise zone designation for Holmes
22 County.--Holmes County may apply to the Office of Tourism,
23 Trade, and Economic Development for designation of one
24 enterprise zone within an area in Holmes County. The
25 application must be submitted by December 31, 2000, and must
26 comply with the requirements of s. 290.0055. Notwithstanding
27 the provisions of s. 290.0065 limiting the total number of
28 enterprise zones designated and the number of enterprise zones
29 within a population category, the Office of Tourism, Trade,
30 and Economic Development may designate one enterprise zone
31 under this section. The Office of Tourism, Trade, and Economic

1 Development shall establish the initial effective date of the
2 enterprise zone designated pursuant to this section.
3 Section 7. This act shall take effect upon becoming a
4 law.
