1 A bill to be entitled
2 An act relating to building designation;
3 designating the courthouse of the District
4 Court of Appeal for the Third District as the
5 "Thomas H. Barkdull, Jr., District Courthouse";
6 authorizing the Third District Court of Appeal
7 to erect suitable markers; providing an
8 effective date.

10 WHEREAS, the Honorable Thomas H. Barkdull, Jr., served
11 as Judge of the District Court of Appeal of the State of
12 Florida for the Third District from 1961 through 1996, serving
13 as Chief Judge from 1963 through 1965 and 1972 through 1977,
14 and as Acting Chief Judge in 1980, and
15 WHEREAS, Judge Barkdull was admitted to the practice of
16 law in the State of Florida in 1949 and, before assuming his
17 judicial duties in 1961, practiced with great distinction,
18 most notably as counsel to the Dade County Commission, as
19 counsel to the Rules and Calendar Committee of the House of
20 Representatives of the Florida Legislature, and as a member of
21 the Board of Governors of The Florida Bar, and
22 WHEREAS, Judge Barkdull has served as Chairman of the
23 Appellate Judges Conference, as a member of the Judicial
24 Qualifications Commission from 1966 to 1994, and as a member
25 of the Constitution Revision Commission from 1965 to 1968,
26 1977 to 1978, and 1996 to 1997, giving unselfishly of his
27 talents and leadership, and
28 WHEREAS, Judge Barkdull's long career has been a model
29 of integrity, honor, and judicial wisdom, and
30 WHEREAS, Judge Barkdull has brought great esteem,
31 respect, and honor to the Third District Court of Appeal and

1 to the entire judiciary of the State of Florida by the calm,
2 fair, and diligent performance of his judicial duties and his
3 unwavering moral leadership, and
4 WHEREAS, Judge Barkdull retired from the bench on
5 December 31, 1996, after having reached the age of 70 years,
6 and
7 WHEREAS, Judge Barkdull was instrumental in securing
8 the land and directing the construction of the courthouse for
9 the Third District Court of Appeal, and
10 WHEREAS, it is fitting and appropriate that the
11 Legislature honor the request of his former colleagues on the
12 Third District Court of Appeal and recognize Judge Barkdull
13 for his contributions to the court and to the administration
14 of justice in Florida and to all the people of Florida, NOW,
15 THEREFORE,

17 Be It Enacted by the Legislature of the State of Florida:
18
19 Section 1. The courthouse of the Third District Court
20 of Appeal of the State of Florida is designated as the "Thomas
21 H. Barkdull, Jr., District Courthouse."
22 Section 2. The Third District Court of Appeal is
23 authorized to erect appropriate markers designating the
24 courthouse of the Third District Court of Appeal of the State
25 of Florida as the "Thomas H. Barkdull, Jr., District
26 Courthouse."
27 Section 3. This act shall take effect upon becoming a
28 law.
