1 A bill to be entitled
2 An act relating to solid and hazardous waste
3 management; directing the Department of
4 Environmental Protection to include in its
5 annual legislative budget request funding for
6 the Southern Waste Information Exchange, Inc.,
7 to operate and maintain a waste exchange;
8 providing an effective date.

10 Be It Enacted by the Legislature of the State of Florida:

12 Section 1. The Legislature recognizes the need for
13 statewide solid and hazardous waste management assistance to
14 Florida's private businesses, industries, and the public
15 sector, including local units of government. In order to
16 assist the department in providing solid and hazardous waste
17 management assistance to Florida's public and private sectors
18 on a continuing basis, the Legislature recognizes the need for
19 a waste exchange as part of the state's comprehensive solid
20 waste and hazardous waste management programs and designates
21 Southern Waste Information Exchange, Inc., a nonprofit Florida
22 501(c)(3) organization, to provide this service to Florida's
23 private and public sectors. The Department of Environmental
24 Protection shall include in its annual legislative budget
25 request pursuant to section 216.023, Florida Statutes, funding
26 for the Southern Waste Information Exchange, Inc. The amount
27 of the funding to be included in the legislative budget
28 request shall be based on the department's evaluation of the
29 total funding demands of the Solid Waste Management Trust Fund
30 and of the funding needs requested by the Southern Waste
31 Information Exchange, Inc., to operate, maintain, and expand a

1 waste exchange service and similar related services as
2 requested by the private sector and local governments.
3 Section 2. This act shall take effect July 1, 2000.

8 Requires the Department of Environmental Protection to include
in its annual legislative budget request funding for the
9 Southern Waste Information Exchange, based on the department's
evaluation of the total funding demands from the Solid Waste
10 Management Trust and of the funding needs requested by the
Southern Waste Information Exchange, Inc.
