11  The Committee on Rules & Calendar offered the following:

14         On page 17, lines 3 through 14,

15  remove from the bill:  all of said lines

17  and insert in lieu thereof:

18         (5)  A lobbyist, a lobbyist's legal representative, or

19  the principal of a lobbyist may request relief from any

20  provision relating to the filing of an expenditure report

21  based on unusual circumstances. Such request, which must be

22  filed under oath with the General Counsel of the Office of

23  Legislative Services, must state the relief sought and good

24  cause for such relief to be granted. The General Counsel of

25  the Office of Legislative Services shall review the request

26  and make a recommendation to the President of the Senate and

27  the Speaker of the House of Representatives. The President of

28  the Senate and the Speaker of the House of Representatives may

29  grant or deny the request or may award some lesser or other

30  relief than that sought.
