16  remove from the amendment:  all of said lines

18  and insert in lieu thereof:

19  governmental entities shall be required to have an annual

20  financial audit of its accounts and records completed within

21  12 months after the end of its fiscal year by an independent

22  certified public accountant retained by it and paid from its

23  public funds:

24         a.  each municipality with either revenues or

25  expenditures of more than $250,000,

26         b.  each municipality with either revenues or

27  expenditures between $100,000 and $250,000, if the

28  municipality has not been subject to a financial audit

29  pursuant to this subparagraph or subparagraph 3 within the

30  last three years,

31         c.  each special district with either revenues or
