15         On page 20, line 22, after the period,

17  insert:  Nothing contained in this section requires a county

18  that is not otherwise designated an area of critical state

19  concern, where 25 percent or more of the land is owned by

20  state, regional, or federal authorities, and where the county

21  through its comprehensive plan requires compliance with

22  federal state or regional wetlands permitting programs to

23  duplicate or exceed those permitting programs, to duplicate

24  data and analysis gathered through those permitting programs,

25  or to implement those permitting programs in its land

26  development rules.
