14 On page 25, between lines 5 and 6,

16 insert: Section 316.1923, Florida Statutes, is created to
17 read:
18 Section 24. 316.1923 Aggressive careless driving.--
19 (1) Aggressive careless driving is defined as
20 committing two or more of the following acts simultaneously or
21 in succession:
22 (a) Exceeding the posted speed as defined in s.
23 322.27(3)(d)5.b.
24 (b) Unsafely or improperly changing lanes as defined
25 in s. 316.085.
26 (c) Following another vehicle too closely as defined
27 in s. 316.0895(1).
28 (d) Failing to yield the right-of-way as defined in s.
29 316.079, s. 316.0815, or s. 316.123.
30 (e) Improperly passing as defined in s. 316.083, s.
31 316.084, or s. 316.085.

1 (f) Violating traffic-control and signal devices as
2 defined in ss. 316.074 and 316.075.
3 (2) All aggressive driver behavior modification
4 courses shall be exempt from the provisions of s.
5 318.1451(5)(a).
6 Section 25. Paragraph (a) of subsection (1) of section
7 316.650, Florida Statutes, is amended to read:
8 316.650 Traffic citations.--
9 (1)(a) The department shall prepare, and supply to
10 every traffic enforcement agency in this state, an appropriate
11 form traffic citation containing a notice to appear (which
12 shall be issued in prenumbered books with citations in
13 quintuplicate) and meeting the requirements of this chapter or
14 any laws of this state regulating traffic, which form shall be
15 consistent with the state traffic court rules and the
16 procedures established by the department. Upon all future
17 printings of the traffic citation, the form shall include a
18 special box which is to be check by the law enforcement
19 officer when the officer believes that the traffic violation
20 or crash was caused due to aggressive careless driving, as
21 defined in s. 316.1923.
22 Section 26. A report shall be prepared and delivered
23 to the President of the Senate and the Speaker of the House of
24 Representatives no later than February 1, 2001, setting forth
25 the number of incidents of aggressive careless driving in this
26 state.
