1 Senate Resolution No.
2 A resolution urging the Congress of the United
3 States to pass House Resolution 33 relating to
4 the leasing under the Outer Continental Shelf
5 Lands Act of lands off the coast of Florida.

7 WHEREAS, during the first session of the 106th
8 Congress, Representative Porter Goss and 11 other
9 Representatives introduced House Resolution 33, which would
10 condition the preleasing, leasing, exploration and
11 development, and production of oil and gas from the outer
12 continental shelf off Florida on the performance of certain
13 scientific and environmental assessments, studies, and
14 research, and
15 WHEREAS, this legislation would establish a Joint
16 Federal-State Continental Shelf Task Force to provide for,
17 supervise, and review such assessments, studies, and research,
18 and
19 WHEREAS, adequate scientific and environmental analysis
20 is necessary prior to any such preleasing, leasing,
21 exploration, production, or drilling for oil or gas, in order
22 to provide the protection needed for the conservation of
23 Florida's natural resources and to minimize the uncertainty
24 regarding the effects of such activities on the state's
25 coastal environment and citizens, NOW, THEREFORE,
26
27 Be It Resolved by the Senate of the State of Florida:

29 That the Congress of the United States is respectfully
30 requested to pass House Resolution 33 by Representative Porter
31 Goss and others, which imposes restrictions and requirements

1 on the leasing of lands off Florida's coast under the Outer
2 Continental Shelf Lands Act, to ensure the protection of the
3 marine, coastal, and human environments of the State of
4 Florida.
5 BE IT FURTHER RESOLVED that copies of this resolution
6 be sent to the President of the United States, to the
7 President of the United States Senate, to the Speaker of the
8 United States House of Representatives, and to each member of
9 the Florida delegation to the United States Congress.
