13         Amendment (with title amendment) 

14         On page 3, lines 26 and 27, of the bill

15

16  insert:

17         Section 4.  The Division of Blind Services of the

18  Department of Labor and Employment Security shall recommend to

19  the Legislature a method to privatize the business enterprise

20  program established under s. 413.051 by creating a

21  not-for-profit entity. The entity shall conform to

22  requirements of the federal Randolph Sheppard Act and shall be

23  composed of blind licensees with expertise in operating

24  business enterprises. The division shall submit its

25  recommendations to the Governor, the President of the Senate,

26  and the Speaker of the House of Representatives, as well as to

27  the appropriate substantive committees of the Legislature, by

28  January 1, 2001.
