13         Senate Amendment (with title amendment) 

14         On page 11, lines 30 and 31, delete those lines

15

16  and insert:

17         (d)  A school district may not use any portion of the

18  annual allocation on the following, except for growth of

19  student membership or maintenance needs, until all

20  instructional materials in the core courses of the subject

21  areas of mathematics, language arts, science, social studies,

22  reading, and literature for kindergarten through grade 12 have

23  been purchased:

24         1.  The purchase of instructional materials pursuant to

25  paragraph (3)(b), including library and reference books and

26  nonprint materials, which are not on the state-adopted list.

27         2.  The purchase of instructional materials pursuant to

28  paragraph (3)(c) for kindergarten and first grade which are

29  not on the state-adopted list.

30         3.  The purchase of instructional materials or other

31  items, pursuant to subsection (4), having intellectual content

 1  which assist in the instruction of a subject or course,

 2  including items  available in bound, unbound, kit, or package

 3  form and consisting of hardbacked or softbacked textbooks,

 4  replacements for items that were part of previously purchased

 5  instructional materials, consumables, learning laboratories,

 6  manipulatives, electronic media, computer courseware or

 7  software, and other commonly accepted instructional tools as

 8  prescribed by school board policy.
