1 A bill to be entitled
2 An act relating to bingo; creating the Bingo
3 Study Commission; providing for membership and
4 duties thereof; providing for a report;
5 providing an effective date.

7 Be It Enacted by the Legislature of the State of Florida:

9 Section 1. Bingo Study Commission created; powers and
10 duties.--
11 (1) There is created a Bingo Study Commission
12 consisting of nine members.
13 (2) Five members shall be appointed by the Governor,
14 two members shall be appointed by the President of the Senate,
15 and two members shall be appointed by the Speaker of the House
16 of Representatives. The presiding officer of each chamber
17 shall appoint one member of the majority party and one member
18 of the minority party from their respective houses.
19 (3) The Bingo Study Commission shall report to the
20 Governor and the presiding officers of the Legislature by
21 February 1, 2001. The report shall make recommendations
22 regarding the following issues:
23 (a) Specific procedures for conducting games.
24 (b) Who may conduct or assist with the conducting of
25 bingo games.
26 (c) Where or under what property arrangement bingo may
27 be conducted and how often bingo may be conducted at any one
28 location.
29 (d) The lack of accountability for the use of the
30 money collected from bingo operations.
31 (e) The lack of uniform control or enforcement.

1 (f) The lack of a single official or agency specified
2 to act as the final authority in bingo-related disputes.
3 Section 2. This act shall take effect upon becoming a
4 law.
