14         On page 3, line 9, of the bill

16  insert:

17         Section 1.  Section 228.0865, Florida Statutes, is

18  created to read:

19         228.0865  An education bill of rights for Florida's

20  students, parents, and teachers.--The Legislature intends

21  that:

22         (1)  Teachers and students have the right to a safe,

23  secure learning environment.

24         (2)  Teachers have the right to teach and students have

25  the right to learn in a classroom that is not overcrowded.

26         (3)  Students have the right to an up-to-date textbook.

27         (4)  Teachers and school personnel have the right to

28  confiscate any item they believe can be used as a weapon in a

29  school.

30         (5)  Teachers and students have the right to a clean

31  and drug-free learning environment.

 1         (6)  Teachers have the right to be paid wages at least

 2  comparable to the national average.

 3         (7)  Teachers have the right to remove any student that

 4  is disrupting the classroom.

 5         (8)  Students have the right to have access to an

 6  up-to-date computer to aid in their studies.

 7         (9)  Teachers and students have the right to schools

 8  and classrooms free of discrimination of any kind.

 9         (10)  Parents have the right to be actively involved in

10  their child's education including attending parent/teacher

11  conferences and participating as a member of a school advisory

12  council.
