11  The Committee on Transportation offered the following:

13         Amendment (with title amendment) 

14  remove from the bill: Everything after the enacting clause

15

16  and insert in lieu thereof:

17         Section 1. Excess revenue from civil penalties imposed

18  for traffic violations.--If any municipality or county

19  receives more than 25 percent of its total actual annual

20  revenue for the prior fiscal year from civil penalties

21  collected from traffic violations, any amount in excess of 25

22  percent shall be sent to the Department of Highway Safety and

23  Motor Vehicles to be distributed in the following manner:

24         (1)Fifty percent shall be deposited into the Highway

25  Safety Operating Trust Fund.

26         (2) Fifty percent shall be deposited into the Brain and

27  Spinal Cord Injury Rehabilitation Trust Fund.

28         Section 2. This act shall take effect July 1, 2000.

 2  And the title is amended as follows:

 3         On page 1, lines 1 through 11,

 4  remove from the title of the bill:  all of said lines

 5

 6  and insert:

 7         A bill to be entitled An act relating to civil

 8         penalties from traffic violations; requiring

 9         any county or municipality that receives more

10         than a specified percentage of its total annual

11         revenue for the prior year from civil penalties

12         collected from traffic violations to pay such

13         excess revenue to the Department of Highway

14         Safety and Motor Vehicles; requiring the

15         department to deposit the excess revenue into

16         the Highway Safety Operating Trust Fund and the

17         Brain and Spinal Cord Injury Rehabilitation

18         Trust Fund; providing and effective date.
