14         On page 3, line 24, of the bill

16  insert:

17         Section 1.  SECRETARY OF BARBECUE.--

18         (1)  The position of Secretary of Barbecue is created

19  within the Executive Office of the Governor.  The Secretary of

20  Barbecue shall be appointed by the Governor for a 1-year term.

21  The Secretary of Barbecue shall be a ceremonial position.  The

22  secretary shall serve without compensation.

23         (2)  The Secretary of Barbecue, or the secretary's

24  designee, shall represent the Governor in functions promoting

25  the enjoyment of barbecue and shall promote the diversity of

26  barbecue created by the many cultures represented in the

27  state's diverse citizenry. No state funds shall be used for

28  the support of this position.

  2  And the title is amended as follows:

  3         On page 1, lines 2-16,

  4  remove from the title of the bill:  all of said lines

  5

  6  and insert in lieu thereof:

  7         An act relating to outdoor recreational

  8         activities; creating the position of Secretary

  9         of Barbecue within the Executive Office of the

10         Governor; providing duties of the position;

11         creating ch. 515, F.S., the "Preston de

12         Ibern/McKenzie Merriam Residential Swimming

13         Pool Safety Act"; providing legislative

14         findings and intent; providing definitions;

15         providing pool safety feature requirements and

16         options; providing penalties; providing pool

17         barrier requirements; providing for a drowning

18         prevention education program and a public

19         information publication; providing for a fee;

20         requiring pool contractors, home builders, and

21         developers to provide buyers with certain

22         information; providing rulemaking authority;

23         providing exemptions; providing an effective

24         date.

26         WHEREAS, cooking outdoors, and especially barbecuing in

27  one's own backyard, is one of the leading outdoor recreational

28  activities in this country and especially in the great outdoor

29  state of Florida, and

30         WHEREAS, spending time around the barbecue grill is one

31  of the leading ways in which families can interact and spend

  1  quality time together, and

  2         WHEREAS, many residents of this state have swimming

  3  pools, spas, or hot tubs in their yards and enjoy relaxing

  4  around or in them while the food is being barbecued, and

  5         WHEREAS, the safety of the entire family, especially of

  6  young children, in such circumstances is of paramount

  7  importance to the enjoyment of a good backyard barbecue, and

  8  therefore reasonable safety requirements for residential

  9  swimming pools, spas, and hot tubs is essential to ensure the

10  success and enjoyment of this popular outdoor family activity,

11  and
