  1                         House Resolution

  2         A resolution saluting the partnership of

  3         Allstate Insurance Company, the National

  4         Association for the Advancement of Colored

  5         People, and the National Organization of Black

  6         Law Enforcement Executives in its effort to

  7         provide guidelines to young people in the event

  8         of an encounter with law enforcement personnel.

  9

10         WHEREAS, today's media reports detail encounters

11  between law enforcement officials and young people, some of

12  which such meetings, sadly, do not have happy endings, and

13         WHEREAS, law enforcement is both a difficult and

14  dangerous profession, accounting for the deaths of many

15  officers each year and injuries to thousands more and

16  necessitating intense training that places a great deal of

17  emphasis on personal safety and survival, and

18         WHEREAS, although most officers of the law adhere to

19  strict standard procedures, in the knowledge that even the

20  most routine stop for a traffic infraction has the potential

21  for danger, they may assume a defensive posture, a stance that

22  can result in a breakdown in communication between law

23  enforcement officials and the public, especially teens and

24  young adults, and

25         WHEREAS, in an attempt to promote better understanding

26  and mutual respect between the public and those responsible

27  for maintaining law and order, Allstate Insurance Company, the

28  National Association for the Advancement of Colored People,

29  and the National Organization of Black Law Enforcement

30  Executives have joined forces to develop the pamphlet "The Law

31  and You: Guidelines for Interacting with Law Enforcement

  3  official, NOW, THEREFORE,

  5  Be It Resolved by the House of Representatives of the State of

  6  Florida:

  8         That the House of Representatives takes this

  9  opportunity to recognize the collaborative efforts of Allstate

10  Insurance Company, the National Association for the

11  Advancement of Colored People, and the National Organization

12  of Black Law Enforcement Executives in their quest of a most

13  worthy goal and extends its sincere gratitude for the

14  achievement of a job well done.
