2 An act relating to solid and hazardous waste
3 management; directing the Department of
4 Environmental Protection to provide trust fund
5 moneys to the Southern Waste Information
6 Exchange, Inc., to operate a waste exchange;
7 providing an effective date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. The Legislature recognizes the need for
12 statewide solid and hazardous waste management assistance to
13 Florida's private businesses and industries and the public
14 sector, including local units of government. In order to
15 assist the Department of Environmental Protection in providing
16 solid and hazardous waste management assistance to Florida's
17 public and private sectors on a continuing basis, the
18 Legislature recognizes the need for a waste exchange as part
19 of the state's comprehensive solid and hazardous waste
20 management programs, and hereby designates the Southern Waste
21 Information Exchange, Inc., a nonprofit Florida organization
22 that is tax exempt under s. 501(c)(3) of the United States
23 Internal Revenue Code, to provide this service to Florida's
24 private and public sectors. The Department of Environmental
25 Protection shall make available to the Southern Waste
26 Information Exchange, Inc., an annual appropriation from the
27 Solid Waste Management Trust Fund. These funds shall be used
28 by Southern Waste Information Exchange, Inc., to maintain and
29 expand a waste exchange service and other solid and hazardous
30 waste management assistance as requested by the private
31 sector, the department, and local governments.
