11  Senator Forman moved the following amendment:

13         Senate Amendment (with title amendment) 

14         On page 4, line 1, before the word "Section"

15

16  insert:

17         Section 5.  The Division of Blind Services of the

18  Department of Labor and Employment Security shall recommend to

19  the Legislature a method to privatize the business enterprise

20  program established under section 413.051, Florida Statutes,

21  by creating a not-for-profit entity. The entity must conform

22  to the requirements of the federal Randolph Sheppard Act and

23  must be composed of blind licensees having expertise in

24  operating business enterprises. The division shall submit its

25  recommendations to the Governor, the President of the Senate,

26  and the Speaker of the House of Representatives, as well as to

27  the appropriate substantive committees of the Legislature, by

28  January 1, 2001.
