18 Section 7. The Department of Health's Volunteer Health
19 Care Provider Program, or its successor program, shall
20 coordinate with the Agency for Health Care Administration,
21 Florida Board of Medicine, the Florida Board of Osteopathic
22 Medicine, the Florida Medical Association, the Florida
23 Osteopathic Medical Association, the Florida Hospital
24 Association, the Association of Community Hospitals and Health
25 Systems of Florida, Inc., and the Florida League of Health
26 Care Systems to conduct a survey and to produce, for the
27 Legislature by December 31 of each calendar year, a report
28 relative to uncompensated care for which the provider receives
29 no reimbursement. The report shall include: the dollar amount
30 of uncompensated care for which the physician receives no
31 reimbursement provided by physicians licensed pursuant to

1 chapter 458 and chapter 459 by medical specialty and by
2 county; the dollar amount of uncompensated care for which the
3 hospital receives no reimbursement provided by Florida
4 hospitals licensed under chapter 395 by medical specialty and
5 by county; the number of Medicaid physicians in the state by
6 medical specialty and county, and the average number of
7 encounters per physician. The results of the Medicaid provider
8 survey shall be compared with the projected need for Medicaid
9 services by specialty and county, as determined by the
10 department. The report that is to be filed on December 31,
11 2000, shall also include the following information: a
12 comparison of Florida Medicaid reimbursement rates with
13 Medicaid reimbursement rates for other states; a comparison of
14 Florida Medicaid reimbursement rates with Medicare
15 reimbursement rates; a comparison of Florida Medicaid
16 reimbursement rates with fee-for-service rates; and a
17 historical report on Florida Medicaid reimbursement rates.
