  1                      A bill to be entitled

  2         An act relating to planning for public schools;

  3         amending s. 228.01, F.S.; providing legislative

  4         intent relating to a comprehensive 5-year

  5         strategic plan; amending s. 229.053, F.S.;

  6         requiring the Governor and the State Board of

  7         Education to develop, implement, and annually

  8         update such a plan by a specified time and to

  9         provide copies of the plan to legislative

10         officers; providing an effective date.

12  Be It Enacted by the Legislature of the State of Florida:

13

14         Section 1.  Section 228.01, Florida Statutes, is

15  amended to read:

16         228.01  State plan for public education.--The

17  Legislature finds that year-to-year policy changes pose a

18  hardship for school districts in implementing state plans for

19  public education. Therefore, it is the intent of the

20  Legislature that this state develop a comprehensive 5-year

21  strategic plan for the public schools in this state. It is the

22  purpose of the state plan for public education to ensure the

23  establishment of a state system of schools, courses, classes,

24  institutions, and services adequate to meet the educational

25  needs of all citizens of the state.

26         Section 2.  Present paragraphs (a) through (o) of

27  subsection (2) of section 229.053, Florida Statutes, are

28  redesignated as paragraphs (b) through (p), respectively, and

29  a new paragraph (a) is added to that subsection, to read:

30         229.053  General powers of state board.--

31         (2)  The board has the following duties:

  1         (a)  By July 1, 2001, the Governor and the State Board

  2  of Education shall develop, implement, and annually update the

  3  5-year strategic plan for operational and capital programs,

  4  including laws and rules regulating the public schools in this

  5  state. The Governor and the board shall provide copies of the

  6  plan to the Senate President and the Speaker of the House of

  7  Representatives as guidance for annual legislation, including

  8  appropriations.

  9         Section 3.  This act shall take effect July 1, 2000.

12                          SENATE SUMMARY

13    Provides legislative intent relating to a 5-year
      strategic plan for the public schools of this state.
14    Requires the Governor and the State Board of Education to
      develop, implement, and annually update such a plan by
15    July 1, 2001, and to provide copies of the plan to the
      Senate President and the Speaker of the House of
