15 Be It Enacted by the Legislature of the State of Florida:
16
17 Section 1. Section 290.00555, Florida Statutes, is
18 amended to read:
19 290.00555 Satellite enterprise zones.--Before December
20 31, 1999, Any municipality an area of which has previously
21 received designation as an Enterprise Zone in the population
22 category described in s. 290.0065(3)(a)3. may create a
23 satellite enterprise zone not exceeding 1.5 square miles in
24 area outside of and, notwithstanding anything contained in s.
25 290.0055(4), or any other law, in addition to the previously
26 designated enterprise zone boundaries. The Office of Tourism,
27 Trade, and Economic Development shall amend the boundaries of
28 the areas previously designated by any such municipality as
29 enterprise zones upon receipt of a resolution adopted by the
30 municipality describing the satellite enterprise zone areas,
31 as long as the additional areas are consistent with the

1 categories, criteria, and limitations imposed by s. 290.0055.
2 However, the requirements imposed by s. 290.0055(4)(d) do not
3 apply to such satellite enterprise zone areas.
4 Section 2. Subsection (12) is added to section
5 290.0065, Florida Statutes, to read:
6 290.0065 State designation of enterprise zones.--
7 (12) Before June 1, 2001, the governing body of a
8 municipality that is located within a county having a
9 population of less than 200,000 and in which an enterprise
10 zone designated under subparagraph (3)(a)2., is located may
11 apply to the Office of Tourism, Trade, and Economic
12 Development to change the boundaries of the enterprise zone.
13 The Office of Tourism, Trade, and Economic Development shall
14 approve the application if the boundary change does not
15 increase the overall size of the enterprise zone and any
16 territory added to the enterprise zone as a result of the
17 boundary change is contiguous to the remaining area of the
18 existing enterprise zone.
19 Section 3. Section 290.00691, Florida Statutes, is
20 amended to read:
21 290.00691 Enterprise zone designation for Columbia
22 County or Columbia County and Lake City.--
23 (1) Columbia County, or Columbia County and the
24 municipality of Lake City jointly, may apply to the Office of
25 Tourism, Trade, and Economic Development for designation of
26 one enterprise zone encompassing an area within the county, or
27 within both the county and the municipality. In identifying
28 the area to be nominated for designation as an enterprise
29 zone, Columbia County, or Columbia County and the municipality
30 of Lake City jointly, shall seek to maximize the strategic
31 economic development advantages resulting from the

1 intersection of Interstate 75 and Interstate 10 within
2 Columbia County. The application must be submitted by December
3 31, 1999, and must comply with the requirements of s.
4 290.0055, except for s. 290.055(4)(d). Notwithstanding the
5 provisions of s. 290.0065 limiting the total number of
6 enterprise zones designated and the number of enterprise zones
7 within a population category, the Office of Tourism, Trade,
8 and Economic Development may designate one enterprise zone
9 under this section. The Office of Tourism, Trade, and Economic
10 Development shall establish the initial effective date of the
11 enterprise zone designated pursuant to this section.
12 (2) Notwithstanding the enterprise zone residency
13 requirements set out in ss. 212.096(1)(c) and 220.03(1)(q),
14 businesses located in an enterprise zone designated pursuant
15 to this section may receive the credit provided under s.
16 212.096 or s. 220.181 for hiring any person within the
17 jurisdiction of the county within which such enterprise zone
18 is located. All other provisions of ss. 212.096, 220.03(1)(q),
19 and 220.181 apply to such businesses. Notwithstanding the
20 requirement specified in ss. 212.08(5)(g)5., (h)5., and
21 (15)(a) and 220.182(1)(b) that no less than 20 percent of a
22 business's employees, excluding temporary and part-time
23 employees, must be residents of an enterprise zone for the
24 business to qualify for the maximum exemption or credit
25 provided in ss. 212.08(5)(g), (h), and (15) and 220.182, a
26 business that is located in an enterprise zone designated
27 pursuant to this section shall be qualified for those maximum
28 exemptions or credits if no less than 20 percent of such
29 employees of the business are residents of the jurisdiction of
30 the county within which the enterprise zone is located. All

1 other provisions of ss. 212.08(5)(g), (h), and (15) and
2 220.182 apply to such business.
3 Section 4. Section 290.00692, Florida Statutes, is
4 amended to read:
5 290.00692 Enterprise zone designation for Suwannee
6 County or Suwannee County and Live Oak.--
7 (1) Suwannee County, or Suwannee County and the
8 municipality of Live Oak jointly, may apply to the Office of
9 Tourism, Trade, and Economic Development for designation of
10 one enterprise zone encompassing an area within the county, or
11 within both the county and the municipality. In identifying
12 the area to be nominated for designation as an enterprise
13 zone, Suwannee County, or Suwannee County and the municipality
14 of Live Oak jointly, shall seek to maximize the strategic
15 economic development advantages resulting from the
16 intersection of Interstate 75 and Interstate 10. The
17 application must be submitted by December 31, 1999, and must
18 comply with the requirements of s. 290.0055, except for s.
19 290.0055(4)(d). Notwithstanding the provisions of s. 290.0065
20 limiting the total number of enterprise zones designated and
21 the number of enterprise zones within a population category,
22 the Office of Tourism, Trade, and Economic Development may
23 designate one enterprise zone under this section. The Office
24 of Tourism, Trade, and Economic Development shall establish
25 the initial effective date of the enterprise zone designated
26 pursuant to this section.
27 (2) Notwithstanding the enterprise zone residency
28 requirements set out in ss. 212.096(1)(c) and 220.03(1)(q),
29 businesses located in an enterprise zone designated pursuant
30 to this section may receive the credit provided under s.
31 212.096 or s. 220.181 for hiring any person within the

1 jurisdiction of the county within which such enterprise zone
2 is located. All other provisions of ss. 212.096, 220.03(1)(q),
3 and 220.181 apply to such businesses. Notwithstanding the
4 requirement specified in ss. 212.08(5)(g)5., (h)5., and
5 (15)(a) and 220.182(1)(b) that no less than 20 percent of a
6 business's employees, excluding temporary and part-time
7 employees, must be residents of an enterprise zone for the
8 business to qualify for the maximum exemption or credit
9 provided in ss. 212.08(5)(g), (h), and (15) and 220.182, a
10 business that is located in an enterprise zone designated

14 the county within which the enterprise zone is located. All
15 other provisions of ss. 212.08(5)(g), (h), and (15) and
16 220.182 apply to such business.
17 Section 5. Section 290.00694, Florida Statutes, is
18 created to read:
19 290.00694 Enterprise zone designation for Sarasota
20 County or Sarasota County and Sarasota.--Sarasota County, or
21 Sarasota County and the City of Sarasota jointly, may apply to
22 the Office of Tourism, Trade, and Economic Development for
23 designation of one enterprise zone within the county, or
24 within both the county and the municipality, which zone
25 encompasses an area that is south of DeSoto Road, west of
26 Tuttle Avenue, north of 12th Street, and east of U.S. Highway
27 41. The application must be submitted by December 31, 2000,
28 and must comply with the requirements of s. 290.0055.
29 Notwithstanding the provisions of s. 290.0065 limiting the
30 total number of enterprise zones designated and the number of
31 enterprise zones within a population category, the Office of

1 Tourism, Trade, and Economic Development may designate one
2 enterprise zone under this section. The Office of Tourism,
3 Trade, and Economic Development shall establish the initial
4 effective date of the enterprise zone designated under this
5 section.
6 Section 6. Section 290.00695, Florida Statutes, is
7 created to read:
8 290.00695 Enterprise zone designation for Manatee
9 County.--Manatee County may apply to the Office of Tourism,
10 Trade, and Economic Development for designation of one
11 enterprise zone within an area in Manatee County. The
12 application must be submitted by December 31, 2000, and must
13 comply with the requirements of s. 290.0055, except subsection
14 (3) thereof. Notwithstanding the provisions of s. 290.0065
15 limiting the total number of enterprise zones designated and
16 the number of enterprise zones within a population category,
17 the Office of Tourism, Trade, and Economic Development may
18 designate one enterprise zone under this section. The Office
19 of Tourism, Trade, and Economic Development shall establish
20 the initial effective date of the enterprise zone designated
21 pursuant to this section.
22 Section 7. Section 290.00697, Florida Statutes, is
23 created to read:
24 290.00697 Enterprise zone designation for Okaloosa
25 County.--Okaloosa County may apply to the Office of Tourism,
26 Trade, and Economic Development for designation of one
27 enterprise zone within an area in Okaloosa County. The
28 application must be submitted by December 31, 2000, and must
29 comply with the requirements of s. 290.0055, except subsection
30 (3) thereof. Notwithstanding the provisions of s. 290.0065
31 limiting the total number of enterprise zones designated and

1 the number of enterprise zones within a population category,
2 the Office of Tourism, Trade, and Economic Development may
3 designate one enterprise zone under this section. The Office
4 of Tourism, Trade, and Economic Development shall establish
5 the initial effective date of the enterprise zone designated
6 pursuant to this section.
7 Section 8. Section 290.00695, Florida Statutes, is
8 created to read:
9 290.00695 Enterprise zone designation for Hernando
10 County or Hernando County and Brooksville.--Hernando County,
11 or Hernando County and the City of Brooksville jointly, may
12 apply to the Office of Tourism, Trade, and Economic
13 Development for designation of one enterprise zone within the
14 county, or within both the county and the city, which zone
15 encompasses an area starting north of the City of Brooksville
16 with properties within the Gregg Mine Industrial Park; those
17 lands located on the east side of Cobb Road south of Yontz
18 Road to the intersection of Jefferson Street and State Road
19 50; lands adjacent to the State Road 50 Bypass east to the
20 intersection of Jefferson Street and State Road 50 in the
21 southeast area of the City of Brooksville; those lands
22 encompassing the areas north and south of Summit Road from
23 Hale Avenue to the west, east to Jefferson Street; lands
24 adjacent to U.S. Route 41 from the State Road 50 Bypass south
25 to the proposed Ayers Road Extension; those lands encompassing
26 the Hernando County Airport east of U.S. Route 41 west to the
27 Suncoast Parkway with Spring Hill Drive and Powell Road to the
28 north including portions along Spring Hill Drive east and west
29 of the intersection with California Street; and those lands
30 adjacent to Anderson Snow Road and Corporate Boulevard known
31 as Holland Springs Industrial Park. The application must be

1 submitted by December 31, 2000, and must comply with the
2 requirements of s. 290.0055. Notwithstanding the provisions of
3 s. 290.0065 limiting the total number of enterprise zones
4 designated and the number of enterprise zones within a
5 population category, the Office of Tourism, Trade, and
6 Economic Development may designate one enterprise zone under
7 this section. The Office of Tourism, Trade, and Economic
8 Development shall establish the initial effective date of the
9 enterprise zone designated under this section.
10 Section 9. Section 290.00696, Florida Statutes, is
11 created to read:
12 290.00696 Enterprise zone designation for Holmes
13 County.--Holmes County may apply to the Office of Tourism,
14 Trade, and Economic Development for designation of one
15 enterprise zone within an area in Holmes County. The
16 application must be submitted by December 31, 2000, and must
17 comply with the requirements of s. 290.0055. Notwithstanding
18 the provisions of s. 290.0065 limiting the total number of
19 enterprise zones designated and the number of enterprise zones
20 within a population category, the Office of Tourism, Trade,
21 and Economic Development may designate one enterprise zone
22 under this section. The Office of Tourism, Trade, and Economic
23 Development shall establish the initial effective date of the
24 enterprise zone designated pursuant to this section.
25 Section 10. Section 290.00695, Florida Statutes, is
26 created to read:
27 290.00695 Enterprise zone designation for Calhoun
28 County.--Calhoun County may apply to the Office of Tourism,
29 Trade, and Economic Development for designation of one
30 enterprise zone within an area in Calhoun County. The
31 application must be submitted by December 31, 2000, and must

1 comply with the requirements of s. 290.0055, except subsection
2 (3) thereof. Notwithstanding the provisions of s. 290.0065

6 designate one enterprise zone under this section. The Office
7 of Tourism, Trade, and Economic Development shall establish

10 Section 11. This act shall take effect upon becoming a
11 law.
