13         Amendment (with title amendment) 

14         On page 35, between lines 20 and 21,

15

16  insert:

17         Section 19.  Task Force on Capital Cases.--

18         (1)  The Governor shall appoint a 15 member Task Force

19  on Capital Cases:

20         (2)  Members of the task force are entitled to

21  reimbursement for per diem and travel expenses in accordance

22  with section 112.061, Florida Statutes.

23         (3)  The members of the task force shall be appointed

24  by January 14, 2000. The terms of the members of the task

25  force shall expire and the task force shall be disbanded upon

26  submittal of its report to the the Governor, the State Supreme

27  Court, the President of the Senate, and the Speaker of the

28  House of Representatives.

29         (4)  The staff of the Executive Office of the Governor

30  shall provide staff support for the task force.

31         (5)  The task force shall study evidence of

 1  discrimination, if any, in the sentencing of defendants in

 2  capital cases, including consideration of race, ethnicity,

 3  gender, and the possible mental retardation of the defendant.

 4  The task force shall submit its report by March 1, 2000.
