1 A bill to be entitled
2 An act relating to the Task Force on Capital
3 Cases; creating the Task Force on Capital
4 Cases; providing for membership, staff, and a
5 report; providing an effective date.

7 Be It Enacted by the Legislature of the State of Florida:

9 Section 1. Task Force on Capital Cases.--
10 (1) The Governor shall appoint a 15 member Task Force
11 on Capital Cases:
12 (2) Members of the task force are entitled to
13 reimbursement for per diem and travel expenses in accordance
14 with section 112.061, Florida Statutes.
15 (3) The members of the task force shall be appointed
16 by January 14, 2000. The terms of the members of the task
17 force shall expire and the task force shall be disbanded upon
18 submittal of its report to the the Governor, the State Supreme
19 Court, the President of the Senate, and the Speaker of the
20 House of Representatives.
21 (4) The staff of the Executive Office of the Governor
22 shall provide staff support for the task force.
23 (5) The task force shall study evidence of
24 discrimination, if any, in the sentencing of defendants in
25 capital cases, including consideration of race, ethnicity,
26 gender, and the possible mental retardation of the defendant.
27 The task force shall submit its report by March 1, 2000.
28 Section 2. This act shall take effect upon becoming a
29 law.
