11 The Committee on Governmental Oversight and Productivity
12 recommended the following amendment:

14 Senate Amendment (with title amendment)
15 On page 2, line 1 delete all of said line
16
17 and insert: (d) The municipality enters into negotiations
18 with the county-designated single administrative unit, with
19 participation of the Division of Library and Information
20 Services of the Department of State, to form a public library
21 cooperative to extend library service to residents of both
22 legal service areas through interlocal agreement. Failure by
23 either entity to work cooperatively toward forming a
24 cooperative may result in the loss of eligibility to receive
25 an operating grant for the 2002-03 fiscal year.
26 (e) The municipality and county single administrative
27 unit shall submit a report on the progress made toward forming
28 a cooperative to the Division of Library and Information
29 Services by December 1, 2001.
30 (f) By January 1, 2002, the Division of Library and
31 Information Services of the Department of State shall submit a

1 report to the President of the Senate and the Speaker of the
2 House of Representatives which shall include a status report
3 on the progress described in paragraph (d) and recommendations
4 for any changes in law or funding as a result of such report.
5 The report shall also include a review of the State Aid to
6 Library program to determine what revisions, if any, need to
7 be made to that program to encourage and improve the delivery
8 of free library service to all residents of the state.
9 Finally, the report shall provide recommendations for
10 statutory and funding changes based upon the review.

12 (b) This subsection is repealed on July 1, 2002 2001.
