14 On page 3, before line 1,

16 insert:
17 Section 2. Section 286.31, Florida Statutes, is
18 created to read:
19 286.31.--Authority of local governments in connection
20 with federal minimum wage.--No county, municipality, or any
21 other political subdivision of the state may, whether by
22 ordinance, resolution, referendum, initiative, contract or
23 procurement, or as a requirement of a license or permit, or by
24 any other means, require a private employer to pay any
25 employee a minimum wage higher than that required by federal
26 law. If it is determined by an officer or agency responsible
27 for distributing federal funds to the county, municipality, or
28 any political subdivision that compliance with this subsection
29 will cause denial of these federal funds or would otherwise be
30 inconsistent with the federal requirements pertaining to such
31 funds, this section shall not apply, but only to the extent

1 necessary to prevent denial of the federal funds or to
2 eliminate the inconsistency with federal requirements.

9 On page 1, lines 2-12, delete those lines
10
11 and insert:
12 An act relating to public business; providing a
13 short title; providing a purpose; prohibiting
14 the state, and any political subdivision,
15 agency, or instrumentality of the state, from
16 engaging in specified activities under certain
17 procurement or contracting circumstances;
18 authorizing challenge of certain procurement or
19 contracting documents or agreements; providing
20 for award of costs and attorney's fees under
21 certain circumstances; prohibiting local
22 governments from establishing a local minimum
23 wage;providing exceptions; providing an
24 effective date.
