2 An act relating to airport funding; amending s.
3 332.007, F.S.; providing for extension of the
4 reimbursement period for general aviation
5 airports when the Department of Transportation
6 funds project costs under certain
7 circumstances; providing an effective date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. Paragraph (a) of subsection (6) of section
12 332.007, Florida Statutes, is amended to read:
13 332.007 Administration and financing of aviation and
14 airport programs and projects; state plan.--
15 (6) Subject to the availability of appropriated funds,
16 the department may participate in the capital cost of eligible
17 public airport and aviation development projects in accordance
18 with the following rates, unless otherwise provided in the
19 General Appropriations Act or the substantive bill
20 implementing the General Appropriations Act:
21 (a) The department may fund up to 50 percent of the
22 portion of eligible project costs which are not funded by the
23 Federal Government, except that the department may initially
24 fund up to 75 percent of the cost of land acquisition for a
25 new airport or for the expansion of an existing airport which
26 is owned and operated by a municipality, a county, or an
27 authority, and shall be reimbursed to the normal statutory
28 project share when federal funds become available or within 10
29 years after the date of acquisition, whichever is earlier;
30 however, the reimbursement period for general aviation
31 airports may be extended by mutual agreement of the department

1 and a municipality, county, or authority. Due to federal
2 budgeting constraints, the department may also initially fund
3 the federal portion of eligible project costs subject to:
4 1. The department receiving adequate assurance from
5 the Federal Government or local sponsor that this amount will
6 be reimbursed to the department; and
7 2. The department having adequate funds in the work
8 program to fund the project.

10 Such projects must be contained in the Federal Government's
11 Airport Capital Improvement Program, and the Federal
12 Government must fund, or have funded, the first year of the
13 project.
14 Section 2. This act shall take effect upon becoming a
15 law.

Revises a provision of law governing the state plan for
20 airport projects to authorize the extension of the
reimbursement period for general aviation airports by
21 mutual agreement of the Department Of Transportation and
a municipality, county, or authority when the department
