2 An act relating to state planning and
3 budgeting; amending s. 216.023, F.S.; providing
4 for submission of annual salary and benefits
5 recommendations for state employees by the
6 Department of Management Services; providing an
7 effective date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. Subsection (1) of section 216.023, Florida
12 Statutes, is amended to read:
13 216.023 Legislative budget requests to be furnished to
14 Legislature by agencies.--
15 (1) The head of each state agency, except as provided
16 in subsection (2), shall submit a final legislative budget
17 request to the Legislature and to the Governor, as chief
18 budget officer of the state, in the form and manner prescribed
19 in the budget instructions and at such time as specified by
20 the Executive Office of the Governor, based on the agency's
21 independent judgment of its needs. The Department of
22 Management Services shall include in its budget request its
23 specific recommendations for a salary and benefits policy for
24 state employees. However, no state agency shall submit its
25 complete legislative budget request, including all supporting
26 forms and schedules required by this chapter, later than
27 September 15 of each year.
28 Section 2. This act shall take effect July 1, 2001.
