14         On page 118, between lines 23 & 24,

16  insert:  
17         (13)  This section shall not apply to a charter county
18  with a population of 1.6 million or greater which is not a
19  county defined in s. 125.011(1), 85 percent of more of the
20  county's residents reside in incorporated areas, and the
21  charger county enacted an ordinance regulating signs as
22  described in subsection (9) within the unincorporated area of
23  the county prior to January 1, 2001. Nothing herein is
24  intended to abrogate the rights any sign owner may have to
25  challenge the county's enforcement of its sign ordinance or
26  the removal of any lawfully erected sign after the application
27  amortization period established in the charter county's
28  ordinance has expired.
