14         Senate Amendment (with title amendment) 
15         On page 133, between lines 30 and 31,
16  
17  insert:  
18         (13)  This section shall not apply to a charter county
19  with a population of 1.6 million or greater which is not a
20  county defined in s. 125.011(1), 85 percent or more of the
21  county's residents reside in incorporated areas, and the
22  charger county enacted an ordinance regulating signs as
23  described in subsection (9) within the unincorporated area of
24  the county prior to January 1, 2001. Nothing herein is
25  intended to abrogate the rights any sign owner may have to
26  challenge the county's enforcement of its sign ordinance or
27  the removal of any lawfully erected sign after the application
28  amortization period established in the charter county's
29  ordinance has expired.
