11  Senator Mitchell moved the following amendment:

13         Senate Amendment (with title amendment) 
14         On page 161, line 18, delete that line
15  
16  and insert:  
17         Section 89.  Effective October 1, 2001, subsection (9)
18  of section 320.03, Florida Statutes, is amended to read:
19         320.03  Registration; duties of tax collectors;
20  International Registration Plan.--
21         (9)  A nonrefundable fee of $1.50 shall be charged on
22  the initial and renewal registration of each automobile for
23  private use, and on the initial and renewal registration of
24  each truck, regardless of having a net weight, except those
25  taxed under s. 320.0715 and s. 320.08(3)(d) and (4); each
26  trailer, except those taxed under s. 320.08(5)(a) and (b); and
27  each motorcycle and for each tag transfer and each temporary
28  tag of 5,000 pounds or less. Such fees shall be deposited in
29  the Transportation Disadvantaged Trust Fund created in part I
30  of chapter 427 and shall be used as provided therein, except
31  that priority shall be given to the transportation needs of

 1  those who, because of age or physical and mental disability,
 2  are unable to transport themselves and are dependent upon
 3  others to obtain access to health care, employment, education,
 4  shopping, or other life-sustaining activities.
 5         Section 90.  Except as otherwise expressly provided in
 6  this act, this act shall take effect upon becoming a law.

11         On page 10, line 28, delete that line

13  and insert:
14         amending s. 320.03, F.S.; imposing a fee for
15         the registration of certain trucks, trailers,
16         and motorcycles and for tag transfers and
17         temporary tags to be deposited into the
18         Transportation Disadvantaged Trust Fund;
19         providing effective dates.
