17  and insert in lieu thereof:  
18         (13)  The terms "remove","removal",and "cause to be
19  removed" shall not be construed to include the effect of a
20  local ordinance prohibiting replacement of an outdoor
21  advertising sign, either at the same or a different location,
22  taken down due to:
23         (a)  development or redevelopment of the property upon
24  which the sign is located; or
25         (b)  the expiration and non-renewal of the lease or
26  other agreement authorizing use of the property for an outdoor
27  advertising sign; or
28         (c)  the destruction by fire, act of God or similar
29  casualty loss of a substantial portion of the support or sign
30  face of a sign located in a non-conforming zoning district.
