13         Amendment to Senate Amendment (334172) 
14         On page 133, between lines 20 and 21,

16  insert:  
17         (13)(a)  This section shall not apply to a charter
18  county with a population of 1.6 million or greater which is
19  not a county defined in s. 125.011(1), 85 percent or more of
20  the county's residents reside in incorporated areas, and the
21  charter county enacted an ordinance regulating signs as
22  described in subsection (9) within the unincorporated area of
23  the county prior to January 1, 2001. This section shall not
24  apply to any municipality all or a portion of which lies
25  within a legislative district located within the charter
26  county and which covers all or any portion of seven or more
27  cities.
28         (b)  Nothing herein is intended to abrogate the rights
29  any sign owner may have to challenge the county's enforcement
30  of its sign ordinance or the removal of any lawfully erected
31  sign after the applicable amortization period established in
