14         On page 142, line 25, after the period,

16  insert:  Public service messages and advertisements shall be
17  subject to bilateral agreements, where applicable, to be
18  negotiated with the owner of the street light poles which
19  shall consider, among other things, power source rates,
20  design, safety, operational and maintenance concerns and other
21  matters of public importance.  For the purposes of this
22  section, "street light poles" does not include electric
23  transmission or distribution poles.
