18 Section 120. The sum of $650,000 is appropriated to
19 the Florida Commercial Space Financing Corporation from
20 nonrecurring General Revenue for fiscal year 2001-2002, and
21 the sum of $650,000 is appropriated to the Spaceport Florida
22 Authority from nonrecurring General Revenue for fiscal year
23 2001-2002. The funds distributed to the Florida Commercial
24 Space Financing Corporation pursuant to this section shall be
25 used solely for funding aerospace infrastructure as defined in
26 this section. These funds distributed to the Spaceport Florida
27 Authority shall be used solely for aerospace infrastructure
28 funding purposes based on recommendations made to the
29 authority by the director of the Office of Tourism, Trade, and
30 Economic Development. Proposals for aerospace infrastructure
31 funding through the authority shall be submitted to the Space

1 Industry Committee created pursuant to s. 331.367, Florida
2 Statutes, or any successor organization, and the committee
3 shall, at least once each quarter, submit a written report to
4 the director of the Office of Tourism, Trade, and Economic
5 Development delineating the committee's recommendation for
6 prioritizing those proposals that it has reviewed. The
7 director of the Office of Tourism, Trade, and Economic
8 Development shall take into consideration the prioritization
9 reports of the Space Industry Committee. For purposes of this
10 section, "aerospace infrastructure" means land, buildings and
11 other improvements, fixtures, machinery, equipment,
12 instruments, and software that will improve the state's
13 capability to support, expand, or attract the launch,
14 construction, processing, refurbishment, or manufacturing of
15 rockets, missiles, capsules, spacecraft, satellites, satellite
16 control facilities, ground support equipment and related
17 tangible personal property, launch vehicles, modules, space
18 stations or components destined for space station operation,
19 and space flight research and development facilities,
20 instruments, and equipment, together with any engineering,
21 permitting, and other expenses directly related to such land,
22 buildings, improvements, fixtures, machinery, equipment,
23 instruments, or software. The funds distributed to the Florida
24 Commercial Space Financing Corporation shall be used solely
25 for funding aerospace infrastructure as defined in this
26 section. The funds distributed to the Spaceport Florida
27 Authority pursuant to this section shall be used solely for
28 aerospace infrastructure funding purposes based on
29 recommendations made to the authority by the director of the
30 Office of Tourism, Trade, and Economic Development. Proposals
31 for aerospace infrastructure funding through the authority
