13         Senate Amendment (with title amendment) 
14         On page 162, between lines 2 and 3,
15  
16  insert:  
17         Section 104.  A district school board may procure
18  transportation for public-school students by contract with a
19  private vendor. These contracts may be awarded pursuant to
20  negotiation and need not be procured by competitive bids. Any
21  school district that provided transportation for public-school
22  students during any portion of the year 2000 under contracts
23  negotiated without competitive bidding must continue to
24  provide such transportation under contracts negotiated without
25  competitive bidding until July 1, 2005.
