17 Section 9. Subsection (1) of Section 315.031, Florida
18 Statutes is amended to read:
19 315.031 Promoting and advertising port facilities.--
20 (1) Each unit is authorized and empowered:
21 (a) To publicize, advertise and promote the activities
22 and port facilities herein authorized;
23 (b) To make known the advantages, facilities,
24 resources, products, attractions and attributes of the
25 activities and port facilities herein authorized;
26 (c) To create a favorable climate of opinion
27 concerning the activities and port facilities herein
28 authorized;
29 (d) To cooperate with other agencies, public and
30 private, in accomplishing these purposes;
31 (e) To enter into agreements with the purchaser or

1 purchasers of port facilities bonds issued under the
2 provisions of this law to establish a special fund to be set
3 aside from the proceeds of the revenues collected under the
4 provisions of s. 315.03(13), during any fiscal year, for the
5 promotional activities authorized herein.
6 (f) To authorize expenditures for promotional
7 activities authorized by this section, including meals,
8 hospitality, and entertainment of persons in the interest of
9 promoting and engendering goodwill toward its port facilities.

11 Nothing herein shall be construed to authorize any unit to
12 expend funds for meals, hospitality, amusement or any other
13 purpose of an entertainment nature.
