17  and insert:  
18         Section 107.  Effective October 1, 2001, subsection (9)
19  of section 320.03, Florida Statutes, is amended to read:
20         320.03  Registration; duties of tax collectors;
21  International Registration Plan.--
22         (9)  A nonrefundable fee of $1.50 shall be charged on
23  the initial and renewal registration of each automobile for
24  private use, and on the initial and renewal registration of
25  each truck, regardless of having a net weight, except those
26  taxed under s. 320.0715 and s. 320.08(4); each trailer, except
27  those taxed under s. 320.08(5)(a) and (b); and each motorcycle
28  and for each tag transfer and each temporary tag of 5,000
29  pounds or less. Such fees shall be deposited in the
30  Transportation Disadvantaged Trust Fund created in part I of
31  chapter 427 and shall be used as provided therein, except that
