15 On page 162, between lines 23 and 24,

17 insert:
18 Section 107. The sum of $650,000 is appropriated to
19 the Florida Commercial Space Financing Corporation from the
20 General Revenue Fund for fiscal year 2001-2002, and the sum of
21 $650,000 is appropriated to the Spaceport Florida Authority
22 from the General Revenue Fund for fiscal year 2001-2002. The
23 funds distributed to the Florida Commercial Space Financing
24 Corporation by the General Appropriations Act shall be used
25 solely for funding aerospace infrastructure as defined in this
26 sub-subparagraph. The funds distributed to the Spaceport
27 Florida Authority shall be used solely for aerospace
28 infrastructure funding purposes based on recommendations made
29 to the authority by the director of the Office of Tourism,
30 Trade, and Economic Development. Proposals for aerospace
31 infrastructure funding through the authority shall be

1 submitted to the Space Industry Committee created pursuant to
2 s. 331.367, or any successor organization, and the committee
3 shall, at least once each quarter, submit a written report to
4 the director of the Office of Tourism, Trade, and Economic
5 Development delineating the committee's recommendation for
6 prioritizing those proposals that it has reviewed. The
7 director of the Office of Tourism, Trade, and Economic
8 Development shall take into consideration the prioritization
9 reports of the Space Industry Committee. The director of the
10 John F. Kennedy Space Center, the Commander of the 45th Space
11 Wing, and the Commander of the Naval Ordnance Test Unit may
12 serve as official liaisons to the Space Industry Committee in
13 a nonfiduciary, nonvoting advisory role. The committee
14 recognizes the value of input from the Federal Government, but
15 also realizes that these persons' fiduciary duties remain with
16 the Federal Government. For purposes of this sub-subparagraph,
17 "aerospace infrastructure" means land, buildings and other
18 improvements, fixtures, machinery, equipment, instruments, and
19 software that will improve the state's capability to support,
20 expand, or attract the launch, construction, processing,
21 refurbishment, or manufacturing of rockets, missiles,
22 capsules, spacecraft, satellites, satellite control
23 facilities, ground support equipment and related tangible
24 personal property, launch vehicles, modules, space stations or
25 components destined for space station operation, and space
26 flight research and development facilities, instruments, and
27 equipment, together with any engineering, permitting, and
28 other expenses directly related to such land, buildings,
29 improvements, fixtures, machinery, equipment, instruments, or
30 software. The funds distributed to the Florida Commercial
31 Space Financing Corporation shall be used solely for funding

2 The funds distributed to the Spaceport Florida Authority by
3 the General Appropriations Act shall be used solely for
