17         Section 3.  Subsection (4), paragraph (b) of Section
18  456.003, Florida Statutes is amended to read:
19         456.003  Legislative intent; requirements.--

21         (b)  Neither the department nor any board may create a
22  regulation that has an unreasonable effect on job creation or
23  job retention in the state or that places unreasonable
24  restrictions on the ability of individuals who seek to
25  practice or who are practicing a profession or occupation to
26  find employment.  Neither the department nor any board has the
27  authority to alter or define by rule the lawful scope of
28  practice of any profession regulated under this chapter.
